The Superintendency of Banks of Panama issued Accord No. 1-2026, published in Official Gazette No. 30450-A of January 23, 2026, "which prevents the improper use of banking and fiduciary services."

The measure adds to other recent updates to the prudential framework, such as Accord No. 5-2025 (Official Gazette No. 30336 of August 4, 2025), which updates the guidelines of Articles 199 and 208 of the Banking Law, and the resolution updating information requirements for banks and banking groups under home-country supervision.

The strengthening of controls against the improper use of the system is a sensitive matter for Panama's financial reputation before international bodies. For banks and fiduciaries, it implies adapting internal processes to the new guidelines.
