Bill 502, introduced by Representative Eduardo Gaitán Beitía and referred to the Economy and Finance Commission, is in its second debate. The initiative enacts the Framework Law for the General State Budget and establishes rules governing its formulation, execution, and control, as well as rationalizing legally mandated spending commitments.

Among its provisions, the bill sets a minimum public investment threshold: beginning the fiscal year following its entry into force, capital expenditure by the Central Government may not fall below twenty percent (20%) of total primary spending. The text also defines 'low budget execution' as an execution level below the minimum percentage established for investment and strategic programs without justified cause.
